 are designed to enable councillors and officers to understand planning law
 \, their roles and responsibilities\, how decisions are made\, neighbourho
 od planning\, Community Infrastructure Levy (CIL)\, Section 106 Agreements
 \, conservation\, listed buildings\, trees and enforcement. There is also 
 a dedicated session covering LURA (Levelling Up and Regeneration Act 2023)
  and Biodiversity Net Gain (BNG). LURA 2023 aims to reduce geographic disp
 arities across the UK through changes to existing local government\, plann
 ing and compulsory purchase legislation. It is also intended to speed up t
 he planning system\, hold developers to account\, cut bureaucracy and enco
 urage more councils to put in place plans to enable the building of new ho
 mes. BNG is a way of creating and improving natural habitats and aims to m
 ake sure development has a measurably positive impact on biodiversity comp
