 webinars are designed to enable councillors and officers to understand pla
 nning law\, their roles and responsibilities\, how decisions are made\, ne
 ighbourhood planning\, Community Infrastructure Levy (CIL)\, Section 106 A
 greements\, conservation\, listed buildings\, trees and enforcement. There
  is also a dedicated session covering LURA (Levelling Up and Regeneration 
 Act 2023) and Biodiversity Net Gain (BNG). LURA 2023 aims to reduce geogra
 phic disparities across the UK through changes to existing local governmen
 t\, planning and compulsory purchase legislation. It is also intended to s
 peed up the planning system\, hold developers to account\, cut bureaucracy
  and encourage more councils to put in place plans to enable the building 
 of new homes. BNG is a way of creating and improving natural habitats and 
 aims to make sure development has a measurably positive impact on biodiver
