Overview
Sutton Heath Parish Council seeks to appoint a part-time Parish Clerk and Responsible Financial Officer (RFO) to serve its community of approximately 450 households. Starting as soon as possible the role requires 8 hours per week, with a salary scaled to NJC scale LC1/LC2 (depending on qualifications and experience). The Council is currently looking to strengthen its governance following a period where it has not been quorate. We are therefore seeking a Clerk who can work independently, demonstrate initiative, and help support the Council as it moves forward.

Sutton Heath Parish Council is looking for a proactive Parish Clerk and RFO to support our vibrant village of 450 households. You will act as the "Proper Officer" of the council, providing independent legal, administrative, and financial management.
What we are looking for
We are seeking a motivated and professional individual who is committed to supporting the Council and the local community. The successful applicant will be able to work independently, manage a varied workload, and build positive working relationships with councillors, residents and partner organisations.
Required skills
- Excellent organizational, administrative, and IT skills.
- Strong financial management skills for budget setting and financial record keeping.
- Ability to work independently from home.
- Flexibility to attend bi-monthly or monthly evening council meetings.
- Previous experience as a Parish Clerk or in local government administration is highly desirable.
- Certificate in Local Council Administration (CiLCA) is highly desirable, although support will be available for the successful applicant to work towards this qualification if not already held.
Key Responsibilities
The Parish Clerk serves as the Council’s Proper Officer and is legally responsible for ensuring that all statutory duties are carried out correctly, including the issuing of required notices. The Clerk will support the Council in developing and implementing policies, provide professional advice to enable effective decision-making, and ensure that all resolutions are carried out efficiently.
As Responsible Financial Officer (RFO), the Clerk is accountable for the proper administration of the Council’s finances and for maintaining accurate financial records. The Clerk is responsible to the Council for the effective management of its resources and reports as required.
